“The provincial government work report proposes vigorously promoting the deep integration and development of technological innovation, industrial innovation, and financial innovation. This clear guidance gives us a clearer direction, greater confidence, and increased motivation,” said Nie Daojing, a provincial People's Congress representative and chairman of Yichang Weite Technology Co., Ltd., in an interview on January 28.

As a national specialized and sophisticated "little giant" enterprise, Weite Technology Co., Ltd. is deeply rooted in the field of safety management for lifting equipment, focusing on promoting the intelligent and digital transformation of the industry. Its independently developed core products have been supplied to leading enterprises such as China Yangtze Power and CNOOC. By 2025, the company's R&D investment will account for 10% of its revenue, building a strong core competitiveness through high-intensity scientific and technological innovation investment.

In recent years, Nie Daojing has conducted in-depth research in enterprise workshops, university laboratories, and industrial parks, incorporating the pain points and bottlenecks of enterprise-university collaborative innovation into his recommendations. He believes that currently, specialized and sophisticated "little giant" enterprises face problems such as insufficient R&D resources, difficulties in attracting, cultivating, and retaining high-level talents, and a lack of mechanisms for sharing technology and experience.

To address these issues, Nie Daojing proposes three recommendations:

First, select "little giant" enterprises with strong market competitiveness, a strong willingness to lead, and a solid industrial foundation to serve as leaders of industrial chains, leading the establishment of goal-oriented new research and development institutions, and providing long-term and stable support in terms of funding, talent recruitment, and compensation;

Second, continuously deepen the reform of talent evaluation in universities, establishing an evaluation system guided by innovation ability, quality, effectiveness, and contribution, allowing scientific research talents to break free from the constraints of "paper-only" and "title-only" criteria, and focus on tackling key problems based on industrial needs;

Third, support "little giant" enterprises in jointly building an industrial ecosystem, sharing technology and equipment platforms and industrial information resources with upstream and downstream small and medium-sized enterprises, creating a "tropical rainforest-like" innovation ecosystem, and empowering and strengthening the construction of Hubei's strategic hub.
